With civil lawsuits not moving forward to trial — where jurors could award monetary judgments to those who filed the suits — because of the COVID-19 pandemic, insurance companies and defendants in the cases have little reason to settle cases before trial, instead dragging their feet and refusing to pay, according to lawyers in the field.
